It was characterized by the wide attendance of magistrates, judges and other jurists, from two organizations of the United Nations system and 28 countries, with the participation of 315 Cuban delegates and 125 from other nations, which, together with those who attended as guests, add more than 900.

The inaugural session was distinguished with the presence of Miguel Díaz-Canel Bermúdez, president of the Councils of State and Ministers of the Republic of Cuba, and other senior Cuban political and government officials.

We were accompanied by eminent personalities, presidents and vice-presidents of supreme and constitutional courts, professors, magistrates, judges, prosecutors and lawyers. Among them:

Miguel Díaz-Canel Bermúdez, president of the Councils of State and Ministers of the Republic of Cuba;

His Excellency Mr. Peter Sam Shivute, President of the Supreme Court of Namibia;

His Excellency Mr. Adelino Manuel Muchanga, President of the Supreme Court of Mozambique;

His Excellency Mr. Mariano Germán Mejía, President of the Supreme Court of Justice and of the Judicial Power Council of the Dominican Republic;

Your Excellency Mrs. Cecilia Sánchez Romero, director of the United Nations Latin American Institute for Crime Prevention and Treatment of Offenders (ILANUD);
