Created by Agreement 325 of October 29, 2002 of the Governing Council of the Supreme People's Court, with the aim of providing the Cuban judicial system with its own training center for the articulation of pedagogical and scientifically updated training modalities, aimed at resolving the institutional needs The formative design of the Popular Courts System also has two territorial sub-branches in the provinces of Cienfuegos and Holguín, which allow multiplying the indexes of graduates and replication processes, by increasing the number of graduates. These are subordinate to the popular provincial courts and tax information to the school who, in turn, guides and directs them from a methodological point of view based on a National Strategy for the Preparation of Tables, Reserves, Judges and Workers, legitimized by the Governing Council of the Supreme People's Court, which is designed based on the results of supervisory visits, the deficiencies identified in the analysis of appeals and appeals and the failures detected in the performance evaluation process. The Judicial Training School has had increasing participation in the Ibero-American Network of Judicial Schools, as a way to enable its insertion with the formative schemes of this region and incorporate its experiences.

Judicial Training School

- Initial training: The Diploma in administration of justice, today in its fourteenth edition, arose under the need of the Popular Courts System to increase the professional technical preparation of those who begin in the judicial career, as a way to reach decisions Increasingly rational, accurate and fair judicial processes in high quality processes, in correspondence with the Labor Directives of the Supreme People's Court and the National Strategy for Overcoming. Its curricular program includes a first academic stage, Generalities, which takes place at the headquarters of the popular provincial courts, linking face-to-face teaching activities with other practical profiles on topics included in the program and are essential for effective understanding. of the organization and operation of the judicial system; It also includes the provision of 6 compulsory courses whose professors must be managed in the territories, being able to rely for this in those enrolled in the Master's Degree in Constitutional and Administrative Law or in the replicators of the courses that, on these topics, have been taught at the Judicial Training School. These are: 1. The application of the Constitution in the judicial headquarters. 2. The integration of law before the loopholes of the law. 3. Legal argumentation. 4. The judicial application of Forensic Psychology and Psychiatry. 5. Methodology for legal research. Rules for the presentation of texts to publish 6. Course of ideological political update. For its part, the Labor Component is developed in accordance with two general principles: the specialized assistance of the diplomant by a judge of experience in the field, who is responsible for conducting and evaluating their practical performance and their approach, as a route evaluable by the different procedures and processes, which include the prior consultation of the provisions of the highest justice body and the appropriate bibliographic materials, knowledge of the steps of the procedures, the conformation of files and the specific problems present in the judicial practice, with the use of some common measuring instruments, such as case studies, role play and directed readings, which guarantee homogeneity in the treatment of the program in all the territories of the country.

-Continuous training: The Judicial Training School includes, within its curricular range, postgraduate improvement actions that impact on the professional technical preparation of its recipients. These focus on the following modalities: - Postgraduate courses in all judicial matters - Workshops - Seminars - Study meetings. The faculty staff consists of judges of recognized prestige and experience, which has allowed harmoniously combining theoretical content with the practical profile of each legal institution. In recent years the tendency has continued to increase the use of training in jobs as a training modality, based on obtaining knowledge and practical skills from the judicial performance itself, with great impact on the improvement of judges identified with special training needs. Statistical records indicate that 100 percent of the country's active judges accumulate 3 overcoming actions in the year and, of these, 90% more than 10. The Judicial Training School focuses on measuring the impact of the actions of improvement that are taught at its headquarters, obtaining an average of 90 percent effectiveness.

Convened by the Governing Council of the Supreme People's Court and legitimized by Law No. 82 of 1997 of the Popular Courts and its Regulations, they take place at the headquarters of all the popular provincial courts of the country and of the Special Municipality of Isla de la Juventud , opposition exercises for candidates for judges, the main route to enter the Cuban Judicial System, which since 2009 has mobilized an important national legal sector. Those interested must formalize their registration, once the call is published in the Official Gazette of the Republic, before the government secretariats of the popular provincial courts.

As of 2015, opposition exercises have been designed in two modalities: one for non-permanent substitute judges (graduates of the country's universities) and another for the rest of the applicants. The former are examined in the framework of the evaluative activities of the Diploma in Administration of Justice and the latter through a written examination that covers the contents of all judicial matters. The conception and implementation of this route of entry to the Judicial System, has allowed the formation of an effective quarry of applicants for the completion of vacant positions.

Strengthen the preparation and permanent professional training and ethical and incorruptible behavior of managers, judges, judicial secretaries and other workers of the system.

- Increase the quality of training actions for cadres, judges and workers to satisfy the needs of the administration of justice.

- Consolidate the use of training in the workplace as a preferred form of training to achieve specific skills for the performance of cadres, judges and workers.

- Strengthen the professional, ethical and incorruptible attitude of all workers.

- Strengthen the correspondence between training and improvement actions and specific needs to improve judicial practice and the performance of managers, judges, judicial secretaries and other workers.

- Prioritize training actions on specific topics and skills as the main component of the training and improvement system.

- Implement effective mechanisms to assess the impact of the actions carried out.

The Judicial Training School has a collegiate body of methodological advice - Academic Committee - which is responsible for endorsing the teaching programs of the courses and other improvement actions that are taught in the teaching center. It is made up of professionals of great academic prestige within the Popular Courts System.

a) Prepare draft programs and curricula for the professional and ethical technical training of judges and administrative auxiliary personnel, in accordance with the policies and strategies agreed by the Governing Council of the People's Supreme Court and monitor their execution.

b) Ensure the preparation and overcoming of the management cadres and their reservations, until the last link of the Human Resources chain, as established in the National Strategy for the Preparation of the Popular Courts System.

c) Methodologically guard the work of the territorial Teaching Units.

d) Direct the categorization processes of teaching staff and convene the corresponding Professional Exercises.

e) Ensure the execution of all teaching activities that are centrally executed, as well as directly coordinate and supervise the administrative and logistical support activities necessary for the performance of their functions and activities.

f) Carry out systematic activities of diagnosis and determination of real training needs and incorporate them into the curricula by designing, when necessary, specific programs aimed at solving them.

g) Coordinate the formulation, organization and operation of a comprehensive system for the evaluation of teaching activities, their coordinators, trainers, trainers, members of technical support for teaching, as well as the impact of training on the effective performance of functions and attributions of its recipients.

h) Record the results of the courses taught; the training received and the corresponding notes to each training and certify their results in a timely manner to the trainees and the courts to which they belong.

i) Estimate the budgetary needs that are required to develop the approved preparation actions and monitor their execution.

j) Establish, maintain and strengthen exchange relations with similar institutions, universities, branch schools, teaching and research centers of the territories, and guarantee their collaboration in the execution of the System Training Strategy.

k) Submit the approval of the Governing Council of the People's Supreme Court the Draft Regulations for the use of its services, ensure compliance and suggest the modifications considered.

l) Propose the integration of the Technical Advisory Council.

m) Organize and participate in international courses for the training or improvement of the workers of the court system.

n) Direct, execute and promote consulting and research work with applicable results.

o) Implement the application of the Opposition Exercises and Contests of Merits convened by the Governing Council of the Supreme People's Court.
