El Consejo de Gobierno del Tribunal Supremo Popular, en uso de las facultades que les están conferidas por la Constitución de la República y la Ley número 140, de los Tribunales de Justicia, dictó el Dictamen número 475 de 23 de mayo de 2025, que hace referencia a las formas de calificación legal de los tipos delictivos que se integran por los hechos vandálicos que afectan los medios de transporte público, sustracción de componentes de las líneas férreas y de partes y piezas de locomotoras, así como la contaminación de sus depósitos de combustible, además de la ocurrencia de acciones similares contra grupos electrógenos y parques fotovoltaicos que forman parte del Sistema Electroenergético Nacional; y también contra la infraestructura y los servicios de las telecomunicaciones y las tecnologías de la información y la comunicación.
